He looked through the day\u2019s deliveries, lifted lids, opened fridges and asked to see the purchase orders. He wants to know where the leek comes from, who delivered the guinea fowl, and at what time the bread was kneaded. He observes the rush hour without saying a word. He takes notes. Before leaving, he will draw up a report which will be forwarded to the Prefect of Seine-et-Marne.<\/p>\n<p>No customer ever sees this scene. It takes place off-camera, behind the scenes in French restaurants striving for the sole title the State reserves for their profession: <strong>Master Restaurateur<\/strong>.<\/p>\n<p><a href=\"https:\/\/fontyblog.fr\/en\/places\/loree-des-sablons\/\">L'Or\u00e9e des Sablons<\/a> has just received it.<\/p>\n<h3>A title, not a label<\/h3>\n<p>One often comes across the term \u00abMa\u00eetre Restaurateur label\u00bb in the press and even on some official websites. This is a colloquial shorthand. The correct term, as set out in the 2007 decree and the Act of 17 March 2014, is <em>title<\/em>. The distinction is not merely a matter of spelling. A label is awarded by a private organisation, usually for promotional purposes. A title, on the other hand, is conferred by the State, by prefectural decree, following a statutory procedure.<\/p>\n<p>Ma\u00eetre Restaurateur is <strong>the only government-issued licence reserved for restaurant owners in France<\/strong>. And it is rare: of the 100,000 or so restaurants in France, around 3,300 have it. That is around <strong>3 %<\/strong>.<\/p>\n<h3>How it\u2019s achieved (and why it\u2019s challenging)<\/h3>\n<p>The process is voluntary. A restaurant owner who believes they meet the required standards submits an application to an independent, state-approved certification body, such as AFNOR, Bureau Veritas or Certipaq. This body appoints an auditor who visits the premises to check, point by point, more than thirty criteria set out in the official specifications.<\/p>\n<p>Here are a few examples of what is scrutinised: food must be prepared on the premises using raw ingredients, the majority of which must be fresh; the menu must feature at least five seasonal regional produce items; industrially frozen foods and dishes that are simply reheated are prohibited; the chef\u2019s qualifications or experience are verified; the quality of the service, the condition of the crockery, the cleanliness of the toilets and the staff\u2019s level of training \u2013 everything is assessed.<\/p>\n<p>If the audit report is favourable, the file is forwarded to the departmental prefecture. The prefect then signs the decree awarding the title. <strong>It is valid for four years.<\/strong> At the end of this period, the whole process has to start again from scratch: a new audit, a new application, a new decree. Nothing is guaranteed. That is no doubt why the title is so meaningful.<\/p>\n<p>For the customer, this provides a guarantee. When a restaurant displays the official plaque at its entrance (polished brass, standardised dimensions \u2013 there\u2019s no cutting corners on the design guidelines), it is committing to ensuring that whatever ends up on the plate has been prepared there and then, on the premises, using genuine ingredients. No reheated vacuum-packed meals, no industrial products masquerading as artisanal fare. <strong>It\u2019s a government guarantee, not a marketing ploy.<\/strong><\/p>\n<h3>L\u2019Or\u00e9e des Sablons: first the award, then a Michelin star, in less than a year<\/h3>\n<p><strong>Sylvain Bouscarat<\/strong> took over the venue in March 2025. Before him, the venue had been called Le Domino, then Le Cadillac Bar, then L\u2019Air du Temps. He decided to start afresh under a new name, but kept the existing team in place. In particular, <strong>K\u00e9vin Pernette<\/strong>, who is already a chef, and whose career is well worth a closer look.<\/p>\n<p>K\u00e9vin Pernette is a local boy. Having trained at the CFA in Avon, he then wanted, as he himself puts it, \u00abto see what all the Michelin-starred restaurants were like\u00bb. Le Bristol in Paris, two stars. Christian T\u00eatedoie in Lyon, one star. Then AM by Alexandre Mazzia in Marseille, where he played his part in securing the third star. Several Masse Trophies along the way, fourth place in the 2018 Chefs en Or competition, a stint at the Club de la Chasse et de la Nature in Paris, a true mastery of natural sourdough and knowledge of the organoleptic properties of over a hundred edible flowers. And then, a return home. To finally create his own cuisine, close to his family.<\/p>\n<p>Sylvain Bouscarat, for his part, is originally from the Aveyron and has been in the trade for many years. Trained at Ferrandi in both kitchen and front-of-house roles, he ran a brasserie in Paris\u2019s 16th arrondissement for ten years before settling in the Fontainebleau area, where he has lived for the past fifteen years.<\/p>\n<p>The auditor will visit at the end of 2025 or in early 2026. They will approve the report. The Prefect of Seine-et-Marne will sign the decree. <strong>L\u2019Or\u00e9e des Sablons has officially been awarded the \u2018Ma\u00eetre Restaurateur\u2019 status.<\/strong><\/p>\n<p>A few weeks later, in February 2026, the <strong>Michelin Guide<\/strong> in turn included the restaurant in his selection. On 17 April, the mayor of Fontainebleau, Julien Gondard, publicly praised the double accolade on his social media accounts.<\/p>\n<p>The two chefs' readings remain sober. <em>\u00abThis rewards the work that has been done\u00bb.\u00bb<\/em>, says K\u00e9vin Pernette about the title. Sylvain Bouscarat agrees: <em>\u00abValues that we uphold every day at L\u2019Or\u00e9e des Sablons.\u00bb<\/em> You can tell from the way they speak that they don\u2019t really need to be told they\u2019re doing well.<\/p>\n<p>For the people of Fontainebleau, the key point can be summed up in a few words: Fontainebleau now has a restaurant that combines the State\u2019s guarantee with a Red Guide listing. That\u2019s rare anywhere. It\u2019s even rarer in a sub-prefecture.<\/p>\n<h3>See for yourself<\/h3>\n<p><a href=\"https:\/\/fontyblog.fr\/en\/places\/loree-des-sablons\/\">L'Or\u00e9e des Sablons<\/a> is located at 1 Rue des Sablons, on the corner of Rue de France, just a stone\u2019s throw from the ch\u00e2teau. A monthly menu that changes with the seasons, a set lunch for 26 euros, signature dishes such as the \u2018Oreiller de la Belle Aurore\u2019 (a game p\u00e2t\u00e9 en cro\u00fbte that takes several days to prepare) or \u2018Li\u00e8vre \u00e0 la Royale\u2019 \u00e0 la Antonin Car\u00eame when in season. And a naturally leavened loaf, kneaded on the premises, which is worth the visit in its own right.<\/p>\n<p>By the way, whilst we\u2019re on the subject: in the kitchen, you\u2019ve got a finalist from the <strong>World Hare Championship \u00e0 la Royale<\/strong>, two years running, in 2017 and then in 2018.
